Most recently, Joseph served at the U.S. Department of Homeland Security, first as Acting General Counsel and later as Deputy Commissioner of U.S. Customs and Border Protection. In these roles, he advised on complex legal and operational matters involving federal law, regulatory enforcement, trade, travel, and national security. Joseph’s legal career also includes clerkships for three federal judges: the Hon. Edith H. Jones of the U.S. Court of Appeals for the Fifth Circuit, the Hon. Brantley Starr of the U.S. District Court for the Northern District of Texas, and the Hon. Stephen A. Vaden of the U.S. Court of International Trade. His experience across the federal judiciary and executive branch provides him with a broad perspective on litigation, administrative law, and matters involving government agencies.
Before entering private legal practice, Joseph served as a Marine Corps artillery officer, deploying to Kajaki, Afghanistan, as a rifle platoon commander. He later served as a judge advocate in the Marine Corps.
Joseph earned his J.D. with honors from Antonin Scalia Law School, where he received the Henry G. Manne Award for Excellence in Law and Economics. He holds a B.A. from Christendom College. His writing has appeared in the Marine Corps Gazette, Leatherneck Magazine, and The Green Bag.
